No. UPERFECT documents the DM019-8 HDMI output at up to 4K UHD 3840×2160 at 30 Hz.
The manufacturer's page also states that the HDMI output is backward compatible with 1080p and 720p.
This distinction matters because a product description that says 4K HDMI does not automatically mean 4K at 60 Hz.

Why doesn't “4K HDMI” mean 4K60?
Resolution and refresh rate are separate parts of a display mode.
A device can support a 3840×2160 image and therefore be described as supporting 4K, while still being limited to 30 refreshes per second at that resolution.
For the DM019-8, UPERFECT specifically documents 3840×2160 at 30 Hz. That is why DeskCheck does not treat this hub as a 4K60-capable display adapter.
Who is this hub suitable for?
The DM019-8 can make sense when you need a compact USB-C hub for a single HDMI display and additional connectivity such as USB devices, wired Ethernet or memory cards.
It may also be suitable for a 4K display when 30 Hz is acceptable for your use case.
For ordinary office work at lower resolutions, the 4K30 ceiling may not be important. Your laptop, monitor and connection path still need to support the display mode you intend to use.
Who should avoid this hub?
If your requirement is specifically 3840×2160 at 60 Hz, this is not the hub to choose based on UPERFECT's documented specifications.
You should instead look for a dock or hub that explicitly documents 4K at 60 Hz for the output and connection path you intend to use.
A laptop that supports 4K60 cannot overcome a 4K30 limit in the hub itself.
Does the USB-C port support power delivery?
UPERFECT documents a USB-C PD charging input supporting a 20V / 3A power adapter, up to 60W input.
That should not be interpreted as proof that every connected laptop will receive a full 60W of charging power.
Actual host charging can depend on the connected power adapter, the hub's design, USB-C power negotiation and the laptop's own charging requirements.
Important limitations
- UPERFECT documents the HDMI output at up to 3840×2160 at 30 Hz.
- This page does not claim 4K60 support because the official product specification does not document 4K60.
- A host laptop must itself support video output through the USB-C connection being used.
- The HDMI cable and display must also support the requested resolution and refresh rate.
